Digital Transformation Project Manager
Location: Oman (On-site)
Contract Duration: 12 Months "Renewable"

Job Overview:

We are seeking a senior-level Digital Transformation Project Manager to lead the development and implementation of the 2026–2030 national digital transformation strategy for a key Omani government entity. The consultant will work closely with stakeholders to assess current systems, define future-state goals, and establish a scalable roadmap and execution plan in alignment with Oman’s Digital Government Policy.

Key Responsibilities:

Current-State Assessment

  • Conduct a digital maturity evaluation of the IT infrastructure, workflows, and data governance frameworks.
  • Benchmark existing systems against GCC and global standards (e.g., UAE Smart Government, UN e-Government Index).
  • Identify critical risks (e.g., cybersecurity gaps, legacy systems) and recommend quick-win opportunities.

Strategic Roadmap Development

  • Define 3–5 strategic pillars (e.g., AI-driven citizen services, unified government cloud).
  • Prioritize digital initiatives using cost-benefit analysis, with a focus on scalability and localization.
  • Ensure full alignment with Oman’s Digital Government Policy and national ICT goals.

Implementation Framework Design

  • Recommend vendor-agnostic technologies, ensuring eligibility for local implementation partners.
  • Develop a change management playbook covering training plans, stakeholder communications, and KPIs.
  • Outline implementation timelines, milestones, and resource requirements.

Reporting & Deliverables

  • Develop and deliver the full digital transformation strategy and roadmap (2026–2030).
  • Produce a current state assessment report with SWOT analysis.
  • Provide detailed technology recommendations and an actionable implementation plan.
  • Deliver a change management framework tailored to the government environment.

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Digital Transformation, IT Management, Public Policy, or a related field.
  • Minimum 12 years of experience in digital transformation, technology advisory, or large-scale IT program design.
  • Certified in Digital Transformation and Governance of Enterprise IT (e.g., COBIT, TOGAF).
  • Lean Six Sigma (Green Belt) certification preferred.
  • Proven experience in policy development, digital toolkit design, and government consulting.
  • Previous consulting experience with GCC governments, especially in Oman, is strongly preferred.

Skills Required:

  • Expertise in digital strategy development and transformation planning.
  • Strong analytical and benchmarking skills.
  • Proficient in designing enterprise architecture and implementation frameworks.
  • Excellent stakeholder communication and executive presentation skills.
  • Ability to lead multi-disciplinary teams in a public sector environment.
  • Arabic language proficiency is a strong advantage.
